RACINE — Nearly $25 million in federal money will go toward ending homelessness in Wisconsin.
The grant money comes from the U.S. Department of Housing and Urban Development. HUD reports a nearly 28.3 percent drop in overall homelessness in Wisconsin since 2010. Officials aim to keep the trend going.
Agencies that work with people experiencing homelessness in the Racine area will get more than $670,000. The funding zeros in on housing and support services
"It really does help our clients and really does make a difference," said Gai Lorenzen, Executive Director of Homeless Assistance Leadership Organization or HALO.
"The homeless population in Racine is large for a community of this size," said Lorenzen.
HALO is the lead agency for the Racine area organizations involved.
"It helps us to place individuals who are disabled and ready to leave homelessness into housing and will provide them with case management and other supports," said Lorenzen.
Support services may include help for addiction or access to education and workforce development.
"It’s going to give people the opportunity to get off the streets," said Fred Phillips.
Phillips used to turn to alcohol to try and stay warm when it was cold out on the streets. He was homeless and unemployed. Life was hard.
"It’s a miserable business. No one should be homeless," said Phillips.
But since joining HALO's housing program things are looking up for him.
"They encourage me to go to AA meetings which opened up a whole new world for me. I enrolled in Gateway and they encouraged me to graduate and that opened up a whole new world for me," said Phillips.
"Having a roof over your head makes recovery and housing stability a lot easier," Lorenzen explained.
