PLEASANT PRAIRIE — First responders in Kenosha County have released a detailed timeline of a deadly shooting outside Cheddar’s Scratch Kitchen in Pleasant Prairie. Khaled Alchaar, 19, was shot and killed Monday night. He arrived at the hospital 22 minutes after he was first hit.

The 911 calls first came into the Kenosha County Dispatch just before 9 p.m.

Dispatch: “Subject possibly shot outside of here.”

That was at 8:46 pm. Fire and rescue crews are tracked by response times. The clock starts for them as soon as they are dispatched. That happens a minute later at 8:47 p.m.

Dispatch: “Pleasant Prairie rescue will be responding.”

Five minutes later at 8:52 p.m., Pleasant Prairie Fire Department was told not to go directly to the scene but stage nearby. This as police searched both for the suspect with the gun and for the victim.

Fire crews arrived to the staging area at 8:55 p.m.. That is eight minutes after they were dispatched. According to Reuters, eight minutes is the average time it takes ambulances to reach a victim in the U.S.

At first police couldn’t find Alchaar when they arrived on scene. But at 8:56 p.m., 10 minutes after the 911 call, they located him.

Police radio: “We’re out with the victim in front of Cheddar’s.”

Fire crews were then brought in from the staging area onto the scene two minutes later.

In the meantime, Alchaar’s family was able to arrive on scene and help try to save him.

Police radio: “He’s conscious. He’s breathing. Looks like he was shot in the back. His sister is applying direct pressure.”

It was 13 minutes after the 911 call that Alchaar is then taken from the scene by rescue crews. His ambulance does not leave the area for another six minutes. Alchaar arrives at Froedtert South Hosptial 22 minutes after he was shot. He later dies at the hospital.

We did reach out to the Pleasant Prairie Fire Department about this timeline of events but the chief was not available this evening. His family was also unavailable tonight. Funeral services for Alchaar were held today.

Police have not made any arrests in the case. The suspect ran off after the shooting.
