South side's 53215 zip code seeing growing number of COVID-19 cases, impacting Latino community

MILWAUKEE — Milwaukee health leaders are confirming Friday that the biggest surge in COVID-19 cases right now is happening on the city's near south side. Specifically in the 53215 zip code, which has more Latinos than any other zip code in Wisconsin.

As of Thursday, April 16th, there are 160 confirmed cases of coronavirus in 53215. According to health leaders, the surge in this zip code ramped-up Monday, April 13th, and likely hasn't peaked yet.

"I don't think we've seen yet what additional numbers are going to come out of the spring- election or Easter weekend," said Mayor Tom Barrett.

Tammy Rivera, the Executive Director of the Southside Organizing Center, is working hard to raise awareness among the Hispanic population.

"There are extra challenges in place," she said. "Many Latinos in these neighborhoods are still working. Their jobs are considered essential. This is also a very dense and concentrated population. A lot of people of all ages living in very close quarters. It's so out of the cultural norm to separate. Typically, when we're afraid or in need, we gather together. Socially distancing inside a home, and internet access are luxuries many low-income families don't have as options."

Then, you add the potential language barrier.

"People are asking us where they can get tested and where they can go for healthcare or basic needs," Rivera said. "Just because leaders are holding press conferences on COVID-19 regularly, doesn't mean that information is reaching the average person. Especially if I'm low income, am working one or two jobs, and have kids at home."

Mayor Barrett and Milwaukee Health Commissioner Jeanette Kowalik say there is additional coronavirus testing on the way to the 53215 zip code, along with more bilingual community outreach efforts. They will provide more details in the next week.

"We're digging into this as deeply as we can because we want to gather the resources that we know exist, and get them on the ground as soon as we can," Mayor Barrett said.

The Southside Organizing Center and other local organizations focused on the Latino community, are offering daily updates in Spanish and other resources.

Rivera dirige el centro sin fines de lucro Southside Organizing Center, que está tratando de ayudar a detener la propagación del coronavirus en esta área.

"Solo porque tenga una conferencia de prensa, eso no significa que llegue a la persona promedio, especialmente si soy una persona de bajos ingresos, y tengo uno o dos trabajos, y mis hijos están en casa ahora", dijo Rivera.

Ella dice que muchos en la comunidad latina están empleados en el servicio de alimentos, ocupaciones de mantenimiento y otros negocios esenciales.

Tienden a tener familias más grandes y multigeneracionales bajo un mismo techo.

El espacio para el distanciamiento social y el acceso a internet en el hogar no son suficientes, y para muchos, hay una barrera de idioma adicional.

"La gente todavía pregunta, ¿dónde puedo hacerme la prueba? ¿Dónde puedo obtener atención médica? ¿Dónde puedo obtener las necesidades básicas?" dijo Rivera.

"Estamos investigando esto lo más profundamente que podamos", dijo el alcalde de Milwaukee, Tom Barrett.

El alcalde Barrett reconoce que desarrollar la capacidad de realizar pruebas generalizadas en estos vecindarios es clave, pero aún no está disponible.

"Estoy tratando de ser muy agresivo al tratar de reunir ciencia exacta, el estado de Wisconsin y esas áreas de Milwaukee, donde estamos viendo esos grupos y viendo cómo podemos hacer más pruebas en la comunidad", dijo Barrett.
