MILWAUKEE -- Dangerous temperatures claimed another life on the south side.

A woman found her neighbor frozen to her back steps Monday morning.

At first, Joanne Bingenheimer thought her 64-year-old neighbor had fallen ill on their steps.

She then found her cold to the touch.

"Her hand wrapped around the railing and her head down. Her pants were laying there [on the ground], her jeans," said Joanne Bingenheimer, who found her neighbor on the 2000 block of S. 15th Street.

Police blame the cold weather as a 'significant factor in her death.' The victim's name has not yet been released.
