Witnesses: Crash victim was dancing on highway

Witnesses say a Milwaukee woman was dancing in the traffic lanes on I-43 moments before she was struck and killed by a hit-and-run driver Monday night.

It happened shortly before 11 p.m. in the northbound lanes of the highway at Canal Street in the Marquette interchange.

The victim, identified as 23-year-old Bailey Hallio, was struck by a red Chevy SUV and then by a Chevy Impala.

The SUV initially left the scene but later returned and said his vehicle did not strike the pedestrian, but due to damage to his vehicle and eyewitness accounts, he was arrested for hit and run causing death.

Several vehicles stopped traffic to prevent her from being struck again, according to the Milwaukee County Sheriff's Office.

Investigators say the woman was unconscious but still breathing when paramedics arrived. She later died at a local hospital.

The interstate was closed for several hours while emergency crews cleaned up and investigated the scene.

DOT video shows a person walking on the I-43 northbound 10th Street off-ramp, but no other footage of the incident was captured, according to officials.
