MADISON, Wis. (AP) — An 80-year-old Capitol protester is making a federal case out of the theft of his sign referring to President Donald Trump as a "draft-dodging, sadistic, racist, and confessed serial groper."

Donald Johnson filed a federal lawsuit late Thursday against Republican state Rep. Dale Kooyenga, who admitted taking the sign in May.

The lawsuit in U.S. District Court in Madison seeks unspecified damages for the mental and emotional distress Johnson says Kooyenga caused by taking the sign, which Johnson alleges was a violation of his free speech rights.

Kooyenga told police at the time he didn't think taking the sign was a big deal and later issued a statement saying he thought the sign was inappropriate because children could see it.
Kooyenga did not immediately return a message seeking comment Friday.
