The Wisconsin Department of Justice has issued a Silver Alert for a 78-year-old Racine man last seen Tuesday afternoon.
Cesario Cisneros is described as a hispanic male, 5 feet 2 inches tall with black hair, brown eyes and a medium length beard. Cisneros was last seen wearing a black sweater, black dress pants and black boots.
Cisneros was last seen walking his dog in the 1800 block of Roe Avenue in Racine. Cisneros only speaks Spanish.
