Sheboygan man accused of handing out pills to minors at library

A 30-year-old Sheboygan man is facing charges after allegedly passing out pills to minors while inside the teen center of Mead Public Library on Saturday.

Shannon Bowen is seen on video taking what appears to be a prescription pill bottle out his pocket, removing pills and handing them to a 13-year-old girl, according to a criminal complaint. The 12-year-old girl who recorded the incident said Bowen said the pills were Adderall and Xanax.

The 13-year-old girl told police that Bowen gave her one red and blue capsule and a faded green pill that she took as she was leaving the library. She said the pills made her feel "very weird and really dizzy, as well as hyper."

When shown a photograph of Bowen, a librarian at Mead said she recognized him, specifically seeing him near the teen area.

The teen tested positive for amphetamine and benzodiazepine, the drug types included in Adderall and Xanax.

Bowen has been charged with one count of distribution of schedule I, II or III non-narcotics and a count of manufacture/deliver schedule IV drugs.
