Three words. That's all House Speaker Paul Ryan said about President Obama's legacy health care law.
?
The Janesville Republican has been critical of the law, but as Republicans look to repeal and replace the Affordable Care Act, Ryan said "Obamacare has failed."
?
"He has said that a number of times in recent weeks," said Tom Kertscher at the Milwaukee Journal Sentinel. "In particular he made the comment at a briefing a few weeks ago."
?
There are lots of pros and cons to the Obamacare debate. When PolitiFact Wisconsin looked at some of the promises made by President Obama, the law came up short.

"It failed on a big promise that you can keep your healthcare if you like you it," said Kertscher. "Certainly in recent weeks premium increases have been doubled and tripled digits for some Obamacare plans."
?
But the law was also aimed at helping people with pre-existing conditions, and the bigger goal was to provide health insurance to more Americans.
?
"The law hasn't failed in the sense that it kept its major promises. 20 million more people are insured than they were before the law," said Kertscher.
?
PolitiFact Wisconsin rated Ryan's claim Mostly False.
