A 25-year-old man has been charged related to the Nov. 11 fatal crash on Sherman Boulevard and Capitol Drive. 

Todd Carter faces charges of hit-and-run resulting in death and second degree homicide.

Twenty-three-year-old Sedrick Allen, an aspiring police officer, was fatally injured in the crash. According to family members,  Allen was crossing the street early that Sunday morning when a vehicle hit and killed him.

Following the accident, police called on the public for help in locating the suspected blue Chevy Cruz that struck Allen. 

According to a criminal complaint, an officer located a same model vehicle near 24th Place on Nov. 11 that appeared to be consistent with the damages the accident would have caused. The residence was the home of the Carter's mother. The vehicle belonged to his girlfriend. 

Police say that a reconstruction and causation investigation revealed Carter was allegedly traveling 82 miles per hour seconds before the crash.

Allen died of multiple blunt force injuries to the head and body.
