Man charged for leaving kids in car during minus-20 wind chills

MILWAUKEE — A man has been charged with two counts of child neglect after leaving his two children in a car during minus-20 wind chills.

During the afternoon of Jan. 31, Joshua Dijante Phillips reportedly was going to an "emergency meeting" with his boss.

Phillips reportedly decided to bring his children with and leave them in the car, despite the dangerously cold temperatures.

About 12:25 p.m., a woman heard children yelling in the car and decided to bring them inside. The car was not running, and the doors were unlocked.

Police reviewed surveillance video and realized the car was running until the red brake lights flashed. The 2017 Nissan Altima is a push-to-start, so when the brake pedal is hit, the engine turns off if a key is not present.

Phillips faces a fine of up to $10,000 and possible prison time, according to the complaint.
