Madison police have arrested a registered sex offender after a woman told police she saw him naked and smoking a cigarette in the parking lot of an elementary school.
Our sister station WISC-TV reportsDavid W. Humphrey, 41, was spotted by a woman as she rode her bike along a path, the first time she saw him he was fully clothed. On her way back from the ride she saw Humphrey completely nude and smoking a cigarette in the parking lot of Leopold Elementary School.
The woman called police, but when they arrived Humphrey was fully dressed. According to police, after questioning him however, he made some incriminating statements about his earlier nudity.
Humphrey is listed on the sex offender registry because of an earlier conviction, though he was no longer on probation. Officers arrested Humphrey on suspicion of disorderly conduct.
