PolitiFact: Did Sen. Baldwin support legislation allowing citizens to withhold military funding?

Many have hinted, but no Republican has officially announced they will run against Democrat Tammy Baldwin in 2018. However, a GOP Super PAC is already making a claim about Baldwin's record that caught the attention of PolitiFact Wisconsin.

The attack ad posted on YouTube from Restoration Pac made this claim about Senator Baldwin: "She supported legislation allowing citizens to withhold funding for our troops."

The ad is referring to a 2009 version of the Religious Freedom Peace Tax Fund Act. PolitiFact Wisconsin found that Baldwin previously co-sponsored that bill while in Congress.

It was aimed at conscientious objectors, or people opposed to war for religious or moral reasons.

"What this bill would have done is allow citizens to inform the federal government, say 'Hey,I don't want my taxes being used for the military' and their tax dollars would have technically been put in a separate fund," said Tom Kertscher with the Milwaukee Journal Sentinel.

It's Congress that ultimately decides funding for military. PolitiFact Wisconsin talked with nonprofit tax groups that said the bill was symbolic at best.

"Even the group that supports that bill acknowledges that it would not have resulted in any changes in funding for military," said Kertscher.

One other note - PolitiFact Wisconsin found that the Illinois Super PAC attacking Baldwin is largely funded by GOP mega donor Richard Uihlein. He recently dropped $2 million into another Super PAC that is backing a potential Senate opponent to Baldwin.
